- 1 packet (2 ¼ tsp) active dry yeast
- ¾ cup warm milk

Cinnamon Filling
- ½ cup brown sugar
- 2 tbsp ground cinnamon
- ¼ cup softened butter
Blue Frosting
- 1 cup powdered sugar
- 4 oz cream cheese, softened
- 2 tbsp butter, softened
- 1 tsp vanilla extract
- Blue food coloring (amount as desired)
Topping
- Crushed chocolate chip cookies
- Mini chocolate chips
Instructions
- Activate the yeast: In a bowl, combine warm milk, active dry yeast, and granulated sugar. Let the mixture sit for 5 to 10 minutes until it becomes foamy, indicating the yeast is activated.
- Prepare the dough: Add melted butter, egg, salt, and blue food coloring to the yeast mixture. Gradually add the all-purpose flour, mixing well until a soft dough forms.
- Knead the dough: Turn the dough onto a floured surface and knead for about 8 minutes until it is smooth and elastic.
- First rise: Place the kneaded dough in a greased bowl and cover it. Let it rise in a warm place for about 1 hour, or until the dough doubles in size.
- Roll the dough: After the dough has risen, roll it out into a rectangle about ¼ inch thick on a floured surface.
- Add filling: Spread the softened butter evenly over the dough, then sprinkle the brown sugar and ground cinnamon evenly on top.
- Roll and cut: Starting from one edge, roll the dough tightly into a log and cut it into 9 to 12 evenly sized rolls.
- Second rise: Place the cut rolls in a greased baking dish, cover, and let them rise for another 30 minutes.
- Bake: Preheat the oven to 180°C (350°F). Bake the rolls for 20 to 25 minutes or until they turn golden brown on top.
- Prepare frosting: In a bowl, beat the softened cream cheese, butter, powdered sugar, vanilla extract, and blue food coloring until the frosting is smooth and evenly colored.
- Decorate: Spread the blue frosting over the warm cinnamon rolls. Sprinkle crushed chocolate chip cookies and mini chocolate chips on top for the iconic Cookie Monster look.

- Use gel food coloring for a more vibrant and intense blue color.
- Do not overheat the milk or it may kill the yeast, preventing the dough from rising properly.
